Union Pacific Railroad representatives told city staff they had significant safety concerns about the unmarked railroad crossing near City Park and initially proposed installing warning signals and crossing arms, which Braithwaite said could cost the city between $50,000 and $100,000. Staff presented an alternative—converting the portion of Railroad Street that runs between the park and the tracks to one-way traffic—which UP indicated could address safety concerns without the costly upgrades.
Councilmember Denise Taylor said she supported ADA improvements that might accompany any change but questioned whether a one-way conversion was the optimal solution. Public Works Foreman Joe Massa noted that a proposed mini-excavator (later approved) would help cemetery maintenance regardless of the street configuration. The council took no action on the matter during the Oct. 9 meeting.
