Speaker 1 emphasized the budgetary pressure from maintenance-of-effort requirements: “If we spend $500 on SPED this year, we have to spend $500 next year too.” Board members asked whether the district could reduce maintenance obligations if enrollment declines, and Speaker 2 said such reductions depend on actual student counts and are not anticipated.
