The commission approved the Phase 2 final plan for People’s Hills following staff presentation and applicant responses. Staff said Phase 2 consists of 33 single-family lots and a 1.24-acre observation-tower parcel and that the final plan substantially conforms with the previously approved preliminary plan. Staff recommended conditions to ensure public-safety elements and required pre-plat certifications: (1) secondary emergency access must be accepted as complete prior to any occupancy permit for Phase 2 dwellings, (2) site-specific geotechnical inspection and testing must be completed for lots with slopes over 20% and a final geotechnical report must be provided before occupancy, and (3) as-built certification drawings and engineer sign-off for streets and utilities must be approved before the chair signs the final plat.
Applicant engineers told the commission those items are near completion: the civil engineer said compaction testing and final reviews were scheduled and that the secondary access work is roughly 80% complete. After a short deliberation, a commissioner moved to approve the final plan as amended with the recommended conditions; the motion carried by voice vote. Staff will verify the listed preconditions before the chair signs the plat and forwards it for recording.
