Commission warned of leaning dock and seawall stress; inspector, diver visits planned

Harbor Master Dave warned the commission that a dock gangway has come out of alignment and the dock is now leaning roughly a foot to the east, a condition he said has worsened after recent high tides. He told the commission a diver attempted cleaning and a visual inspection on March 23 but could not complete a full assessment due to poor conditions and time constraints.

"It's about a foot a little more than a foot out of track...we need machinery to do it," Dave said, adding that the movement could be pulling on the seawall and that stabilizing the gangway will likely require equipment the harbor does not have on hand. Commissioners urged photos and immediate reporting to the city (send images to Jenny and Sam) so staff can evaluate urgency and cost; Dave said budget constraints make this year unlikely for large fixes and recommended documenting the needed work and estimating repair costs for next year's budget cycle.

Members also discussed foam-encased concrete float construction and the possibility the floats have saturated or cracked; Dave said divers will return to complete the inspection and provide a report that staff can use to scope repairs and to inform any insurance or capital requests.
