Harbor Master Dave outlines cleat retrofit for Dock 1 after repeated failures

Harbor Master Dave told the Depoe Bay Harbor Commission on March 26 that the commission will retrofit failing cleats on Dock 1 using a through-bolt method designed to bolt all the way through the frame. He said the approach replaces the previous tapped-bolt installation on thin material and that two through-bolts paired with two tapped bolts should hold better during winter surges.
"So each cleat has 4 bolts. With the 2 outside bolts, I can go all the way through the frame," Dave said, explaining why the new configuration should be stronger than the prior tapped-only bolts. He said the commission will test the modification on an end cleat and monitor results before committing to additional work across the dock.
Dave also noted warranty and replacement differences for other docks: some cleats are still covered under warranty and require vendor replacement rather than in-house retrofit. The commission did not set a firm funding date; Dave said staff will monitor performance and report back with recommendations and cost estimates at a later meeting.
