"Every development decision should consider whether it's strengthened or strains our long term finances in the city," said David Phillips (speaker 3), who emphasized protecting viewsheds and ensuring infrastructure can support proposed growth. After ballots were cast the council reported a three-way tie (3–3). Members agreed to revisit the selection at the next meeting rather than force a decision tonight.
