Members discussed whether the consultant or vendor Aptum would be willing to do initial scoping work as an upfront investment or whether the committee would need council authorization to pay for consultant time.
Staff member (speaker 5) said Kim planned to reach out to Paul and that ODOE had told Paul they would provide feedback. "She will reach out to Paul to find out how much specifically he will charge to modify and then reapply your application," staff (speaker 5) said. Members decided to ask the consultant first whether he would provide the phased scoping before taking a formal funding request to the council; if not, they agreed they would present a request to council to authorize consultant funding.
