Commission approves rezoning near East Owen K Garriott and 42nd to allow single-family dwelling

The Enid City Commission on first consideration approved an ordinance to rezone property near East Owen K Garriott and 42nd Street from I-3 (industrial heavy) to Agricultural General to permit a single-family dwelling.
Jack Porter, the community development director, told the commission the property lies in portions of the floodway and floodplain but that the front 5–7 acres are outside the floodplain and developable. “MAPC approved this request 5 to 4,” Porter said, noting the parcel’s proximity to the railroad and surrounding industrial uses. An objection letter was filed shortly before the meeting, staff said.
The applicant responded to resident concerns about dust and weekend operations from nearby businesses, acknowledging there is activity at nearby Stan’s Asphalt but saying the planned house site sits “well outside of the flood zone.” Commissioner motion to approve, moved by the participating commissioner and seconded, carried unanimously with a 7-0 vote. The ordinance will amend the city zoning map accordingly and return for additional readings as required.
