A nearby homeowner, Hannah (Hende) Abboud, attended the DAC meeting and identified herself as living at 1806 Harford Road. Abboud said many neighbors rely on private wells and septic and expressed concern about potential impacts from changes at the corner property. "Everybody has a well in here, and they have septic. You know, the well will be affected," she said, adding that intermittent odors from nearby vehicle or painting operations are already noticeable in the neighborhood.
Abboud also raised traffic and emergency access concerns, saying that introducing a group home could "cause a lot of traffic, especially if you have to use ambulance and all those special personnel." She asked whether extending public sewer to nearby homes would be feasible, noting newer developments nearby have sewer service while a small number of older houses still use wells and septic. No technical testing or formal remediation plan was offered at the meeting; county reviewers required mapping of utilities, stormwater and sediment controls and demolition/abandonment procedures, which are steps that would inform whether the resident's water‑quality and runoff concerns merit further action.
