Advocates report $27 million in home visiting asks and urge council support ahead of Legislature hearings

Dana Hepper, director of policy and advocacy at the Children's Institute, told the Council that a home visiting partnership convened with Oregon Community Foundation support created a coordinated legislative strategy and shared talking points for the 2025 session.
"There's about $27,000,000 in asks this legislative session, collectively across home visiting programs," Hepper said, noting a one-pager with program-specific requests and a slate of informational and bill hearings scheduled with the Senate early childhood and behavioral health committee.
Hepper said the partnership made an early decision to include culturally specific providers at the table and to emphasize shared advocacy rather than competing requests. Council members said they would follow up with testimony and asked staff to share the one-pager with council materials so members could support testimony the next day.
