Early Learning Council hears PSU landscape report urging state guidance, shared funding and unified messaging for home visiting

The Oregon Early Learning Council on Feb. 26 heard a landscape report from Beth Green of Portland State University's Center for Coordinating Oregon Home Visiting Systems that found wide variation across regions in governance, intake and family leadership for home visiting programs.
"We focused interviews with more than 60 regional and local leaders and 22 program models," Green told the council, summarizing a report the center released last year. She said regions that have advanced systems work usually have access to targeted resources, including philanthropic investments and Family Connects alignment funding.
The report offered four main recommendations for state leaders: adopt state-level shared guidance across agencies while preserving local flexibility; create mechanisms so regions can learn from each other; develop more equitable and stable base funding for system coordination; and lead a statewide community-awareness campaign so families and providers understand and refer to home visiting without fear.
Council members emphasized actionable next steps. Peter Buckley and others pressed for improved baseline data and suggested exploring whether Coordinated Care Organization (CCO) contracts could include home visiting metrics. Green said the Council's evaluation work this year will begin compiling system-wide data and that a fiscal-streams analysis is underway to inform funding options.
The council asked RUAC (Raise Up Oregon Act collaborators) and advisory committees to prioritize cross-agency expectations and return recommendations to the home visiting committee in coming months.
