"We're going to open today with accepting public testimony," Miller said, and framed the session as follow-up from the council retreat to set priorities and the roles the council should play next year. Members discussed a matrix staff prepared that lays out council roles — including championing, convening, advising, and helping to shape legislation — and planned to use the meetings column to guide agendas through 2025.
Council members emphasized three cross-cutting priority areas: behavioral health, child care and early learning, and housing, and urged staff to develop a work-plan draft for the coming year. Miller said staff and agency partners will follow up and that the council will discuss communications and the governor's recommended budget at the next meeting on Dec. 11.
The meeting closed with a request that staff and designated council members refine the draft work plan and invite the right implementers and agency directors for deeper briefings in 2025.
