Edmonston to align speed-camera ordinance with state law HB 182, effective Oct. 1, 2025

Town staff briefed the council that RedSpeed Maryland is legally obligated to implement the provisions of HB 182, including a new tiered penalty schedule and operational requirements, across client jurisdictions starting Oct. 1, 2025. Council members were told the law supersedes pre-existing local fine policies and that RedSpeed systems, citations, and operations will be updated accordingly.
In response, the Town will introduce ordinance 2025-OR-09 to amend Edmonston’s speed-camera requirements so the town’s local ordinance matches the state’s tiered structure of fines that took effect Oct. 1, 2025. The council also discussed (and tabled) consideration of appointing a hearing officer for parking-ticket violations; that appointment was deferred to November.
