Business manager says ADM reevaluation boosted current numbers, warns of future true-up

Crystal, the district business manager and HR director (introduced by the chair), told the board the Oregon Department of Education performed a reevaluation that raised the district’s current Average Daily Membership (ADM) on paper but could trigger a later reconciliation that reduces funding next year.
"They recalculated the main ADM, but they didn't reevaluate the appointment part," Crystal said, describing the state’s process. She warned the increase now could be followed by a ‘‘true up’’ next May that might result in funds being taken back if attendance or appointment adjustments change.
Crystal also said the district is completing paperwork for an insurance claim and that an audit is scheduled for the first week of December. Board members asked clarifying questions about whether the ADM adjustment reflects a sustainable change; Crystal said she will track the numbers and bring updated balances to the board.
The board heard the finance report and moved on to action items later on the agenda, including approval of the SIA application.
