Resident urges township to finish paving on North Meadow Circle, cites 2015 road plan

John Dugan, a Meadowview resident, told the Upper Allen Township Board of Commissioners that the last five houses on North Meadow Circle were left unpaved despite the street appearing in the townshiproad improvement plan. "North Meadow Circle was in your 2015 roadway improvement plan," Dugan said, adding that the contractor later applied crack sealing that now looks like "a graffiti board." He asked the board to reconsider a more substantial repair before the condition worsens.

The board asked the township engineer to respond. Jason, the township engineer, said the road had been assessed and "it didn't rise to the level that warranted a full mill and overlay." He said staff performed crack sealing as a "temporary, ongoing maintenance provision" and that public works will continue to monitor the section; if conditions change the roadway could be added to another annual contract or handled by a change order. "It's something that we've taken under advisement," Jason said.

Dugan said the repair looked worse than before and said residents view the result as an "eyesore." Commissioners acknowledged the concern and discussed options for interim treatments and whether an add‑on to an existing contract could cover the short section. The board did not take formal action on the item but directed staff to monitor the pavement and report back; the engineer said including the short segment with a longer paving length would generally be preferable for construction efficiency.
