DELC seeks to modernize hub rules; council briefed on phased updates and RAC input

Department of Early Learning and Care (DELC) staff told the Early Learning Council they are pursuing a phased update to the Early Learning Hub rule set to align the rules with current hub functions, Raise Up Oregon goals and contemporary operational realities.
Nancy Hout and Maria Mendoza outlined phase‑1 changes that include clarified purpose and scope; new backbone entity structure and fiscal transparency rules; an expanded governance council membership (health, housing, education, tribal and caregiver representatives); a delineated hub director role with independent oversight obligations; and department‑approved data collection and reporting to support regional planning and continuous improvement. They said the Rules Advisory Committee attracted 63 applications and was expanded to 20 members to reflect regional and linguistic diversity.
DELC staff stressed that hubs will continue to coordinate across core sectors and that the governance council will have explicit investment authority written into grant agreements. Staff also said implementation will include quarterly reporting improvements and further engagement with hub directors and backbone agencies on data tools.

What’s next: Public comment period is open through May 31; RAC meetings and public feedback sessions are scheduled in April–May; the council will consider rule adoption in late June with an October 1 effective date if adopted.
