The council considered a civil-service recommendation to set a $10 hourly minimum and to structure step increases (2.5% per step) for department positions effective August 1, 2026. The mayor explained the step schedule and that step 1 would be $10 per hour for new hires, with incremental increases thereafter.
Judge Frank Stanley Hardy III spoke in favor of including the three city court clerks, who are not classified as civil service employees, and cited their workload and the previous fiscal-year fine revenue they process. Council members discussed wording and concluded the recommendation was intended to cover all departments; the mayor and council affirmed inclusion of the clerks in practice.
"If it includes the 3 clerks at city court, I'm fine with it," the judge said, asking the council to ensure fair treatment for those employees. Council voted to approve the civil-service recommendation and to implement the step schedule with the understanding that clerks would receive corresponding step increases.
