Several council members expressed concern about unfinished site dress-up, damaged traffic barrels and signage, and the general condition of streets affected by the work. One council member proposed releasing the partial payment contingent on the contractor completing a site-cleanup checklist; another council member seconded the motion. Council agreed that payment could be released upon verification that dress-up items were completed to the city's satisfaction.
"The contractors completed the sewer line replacement and the point repairs throughout the project," Matt Hanson said when summarizing work completed. Council asked staff to provide a checklist that would let the city verify the cleanup before releasing the retained payment.
