The Village of Bloomington Finance & Purchase Committee reviewed initial 2026 budget figures on Sept. 23 and agreed to use a 4% increase as a placeholder for most expense lines while staff collect outstanding revenue figures. Clerk/Treasurer Shawna Atterbury told the committee that state shared revenue and personal property tax aid had been entered but that many other revenue estimates were not yet available and would be postponed until next month.
Atterbury said she and Jay Bennett had completed accounting clean-up work and noted Bennett’s recommendation that expenses be increased by 3–4% to reflect rising costs. The committee also flagged several nonrecurring revenue items — including grant and construction loan proceeds — and noted changes to water and sewer revenue driven by recent rate increases (sewer up roughly 30% plus a water increase). The committee set procedural deadlines: submit the proposed budget to the newspaper by Oct. 13–14 for the 15-day public notice, consider the public hearing at the Nov. 3 board meeting, and approve the budget by Dec. 1 so property tax notices can be mailed by Dec. 15.
