The Wisconsin Department of Transportation notified the Village of Bloomington about a Highway 35 resurfacing project scheduled for 2031 and asked whether the village wants to replace its utilities along with the work. The DOT requested a decision by March 1, 2026.
Mark Digman of Delta 3 Engineering recommended televising the sanitary sewer to assess condition and conducting basement inspections to identify any lead water service lines before the village decides whether to include utility replacement in the DOT project. Director of Public Works Keith Leitzinger reported finding lead water service lines during recent inspections and the board directed him to contact Digman to arrange sewer televising and solicit bids before the January meeting.
