Jordan Fure of Delta 3 presented a draft Wastewater Treatment Facility Evaluation describing system capacity, regulatory drivers and recommended upgrades. He said the plant is operating at about 57% of design flow but was commissioned in 1983 and is not configured for newer DNR requirements including ammonia limits, fecal coliform/E. coli, PFAS, chlorides and total phosphorus. Key equipment noted as obsolete or in poor condition included the 1983 motor control center (MCC) with difficult-to-source parts, a high-wear comminutor, a generator that only powers blower #1 and is at the end of its useful life, and a sludge storage tank located in the floodplain in poor condition.
Delta 3 recommended replacing the MCC with variable-frequency drives, improving headworks with a mechanical screen and automatic bagger, converting from chlorine disinfection to UV, constructing a new sludge storage tank outside the floodplain, replacing blowers with sound enclosures and adding a dissolved-oxygen probe to regulate blower operation. Jordan outlined a timeline: final report in December 2025, facility plan in 2026, plans/specifications and grant applications in 2027, and construction likely in 2028–29. Delta 3 also noted a $5,000 reimbursement through Focus on Energy and will return in February 2026 to discuss priorities and costs for the facility plan.
