Police report leads board to defer new chicken ordinance; barking-dog trial set for December

Chief Small updated the board on several animal-control issues, reporting a pending barking-dog trial scheduled for Dec. 5 at 9:00 a.m. in Lancaster and that he intends to issue a citation concerning a residence reported to be harboring 7–8 dogs, exceeding the five-dog limit the owner was supposed to meet by Sept. 1.
On chickens, Chief Small presented ordinances from Montfort, Fenimore, Platteville and Lancaster that address rooster restrictions, setbacks and waste management. He explained that Bloomington’s current code addresses noisy fowl (Chapter 7) and odors (Chapter 9) but does not specify coop setbacks or numeric limits. After discussion the board reached consensus to continue using the existing ordinances to address problems case-by-case and to revisit the need for a dedicated chicken ordinance in 6–12 months, especially considering pending state legislation.
