Board to consider $355,000 IGA with DDA for Center Street stormwater after debate over DDA role

City staff presented an intergovernmental agreement that would transfer $355,000 to the Downtown Development Authority (DDA) so a contractor already mobilized for nearby work can complete Center Street stormwater upgrades (upsizing and burying an exposed pipe that currently spills onto the roadway). Staff said the approach could reduce mobilization costs and that the developer would connect the upgraded pipe at their property line.
Several commissioners asked whether transferring funds to the DDA bypassed standard bidding and procurement procedures, whether the DDA should assume the cost, and whether the city should require competitive bids. "I'm not comfortable with the city transferring money to the DDA to bypass bids," one commissioner said. Staff replied that the accountability for the work would be handled by the DDA under the IGA and that the city could revise the IGA language and the amount to match the contract estimate; the board scheduled the IGA for a vote at the August 12 meeting after staff revisions.
