Council adds holdout lot to High Range 5 master plan, rezones it to R4

The governing body approved a resolution (R57) and an ordinance (O15) to add a previously excluded "holdout" lot into the High Range 5 master plan boundary and change its zoning from R1 (single-family residential) to R4 (single-family residential with different parcel classification). Amy Rincon, director of development services, said the lot had been a holdout during earlier planning and developers now seek to include it so the parcel aligns with the surrounding master-plan area. "What I have circled in red is the lot that was a holdout lot," Rincon said during the presentation.
Rincon told council the Planning and Zoning Board reviewed the request on July 9 and recommended approval of both the master-plan amendment and the zone-map amendment. There were no public speakers signed up on the item. The clerk conducted a roll-call vote and each councilor recorded a "yes," and both R57 and O15 were declared passed. The item will permit the developer to proceed under the master-plan and rezoning rules that apply to High Range 5 going forward.
The council took the votes during the public-hearing portion of the meeting and moved immediately from the resolution to the rezoning ordinance without additional public comment, as described by the mayor before the roll call. The approvals were routine following the staff presentation and the Planning and Zoning recommendation.
