A council member moved that the council meet in closed session with the mayor, city administrator, city clerk and city attorney to provide negotiating guidance for up to 30 minutes; the motion was seconded and the chair announced the council would enter closed session at approximately 8:30 p.m. "The council is going to go into closed session at 08:30PM for the protection of the public interest to discuss real estate negotiations with [rail campus] to provide the attorney with negotiation guidance," the chair said (Chair, speaker 3).
