The council granted a waiver of section 70-12 of the city code requested by the Chief Administrative Officer so Mercy Partners LLC can proceed with a cooperative endeavor agreement to construct water-retention and control infrastructure on the former Lindy Boggs Medical Center property.
Clerk comments noted the CAO asked for the waiver by letter (dated 06/30/2026) because the city’s contribution would be roughly 10% of the project cost while the remaining 90% would come from private and other sources. The waiver exempts the project from the usual private-match requirement for public funds under a CEA.
A council member moved and seconded the motion; the vote on the waiver was recorded as 7 yes. The council’s action clears the way for Mercy Partners to proceed with the infrastructure work under a CEA approved by ordinance.
