The New Orleans City Council approved a text amendment to the comprehensive zoning ordinance to permit permanently affordable for‑sale units within the small multifamily affordable dwelling category when the units are held and managed by nonprofit community land trusts.
City Planning staff briefed the council that the request would permit for‑sale affordable units but only under specific conditions — namely, when the small multifamily affordable dwelling is operated as a community land trust by a nonprofit. Staff noted the for‑sale unit would have different area median income and affordability-period requirements than rental units. "The request would permit the affordable unit to be for sale, but only in the circumstance the small multifamily family affordable is a community land trust operated by a nonprofit," a planning staff speaker told the council.
Council members said the amendment creates a low-density path to affordable housing that blends into existing neighborhoods and allows families to build equity while ensuring long-term affordability. The council moved and approved the motion subject to the City Planning Commission’s recommendations; the roll call showed the motion passed with recorded support.
