The New Orleans City Council affirmed the Historic District Landmarks Commission’s denial of a request to retain deteriorated masonry and delaminated stucco at a commercial property at 510 Ray Street.
HDLC staff told the council that the building’s “soft lake brick” shows delamination, powdering and missing mortar joints and that the appearance of delaminated stucco indicates moisture intrusion that can lead to material failure. Staff recommended denial and urged repointing of failing mortar joints and repair or replacement of delaminated stucco to avoid demolition by neglect.
A council member moved to affirm the HDLC decision and the motion passed after a second. The council encouraged the applicant to follow HDLC recommendations for repointing and stucco repairs to stabilize the masonry.
This action leaves in place the HDLC’s finding that the building’s condition requires remediation rather than retention of its current, deteriorated finish.
