Amy Rincon, director of development services, told the council the request would convert a previously fragmented set of small parcels into a single open-space classification and noted the planning and zoning board recommended approval.
A surveyor who identified himself as Patrick and said he represented Community Sciences Corporation and SCAFKA spoke in support of the rezoning. "I'm the surveyor for Community Sciences Corporation that surveyed this property and did the request on behalf of SCAFKA," he said, offering to answer questions. Mayor Hall and other councilors applauded SCAFKA's years-long effort to assemble the parcels and said preserving the arroyo as open space benefits residents. The motion to approve was moved and seconded and passed by roll call.
