BOH directs staff to pursue regulatory review as Shenandoah-based MV Ocean Academy camp faces USCG condemnation

Assistant Health Agent Fred Hehre reported the annual inspection aboard the Shenandoah (used by MV Ocean Academy) identified multiple preexisting non-conformances with state recreational camp regulations, including inadequate bunk spacing, lack of immediately accessible handwashing facilities in restrooms, no hot-water supply, and no shower facilities. Camp management described mitigation steps including hand sanitizer and boiled water, and said alternative bathing arrangements were being sought.
The Board noted the U.S. Coast Guard has condemned the vessel effective at the conclusion of the current season and directed staff to consult Massachusetts Department of Public Health and the USCG about applicable standards for vessel-based camps, to obtain proof of insurance and consider waiver-of-subrogation language, and to complete outstanding background-check and water-testing requirements. The Board indicated general support for allowing the camp to finish its final season aboard the vessel while formalizing compliance procedures should operations continue at a future location.
