The Rockingham County Board of Commissioners approved planning case 202608, a conventional rezoning request to change a parcel from Residential Protected (RP) to Residential Agriculture (RA). Senior Planner Adam Barr said the parcel (tax PIN 795600876407) is largely wooded, sits west of the town of Wentworth and the planning board unanimously recommended approval.
Barr explained the county’s zoning framework and told commissioners that many RP-to-RA requests are driven by applicants seeking to place manufactured homes, which are not permitted in RP districts. "The vast majority of the request of RP to RA specifically is usually seeking manufactured homes," Barr said, and he described existing building-code and appearance regulations that can apply to manufactured homes on individual lots.
Commissioners asked about the parcel’s zoning history and whether there are alternatives to rezoning that could allow certain classes of manufactured housing while preserving RP protections; Barr said staff could research classification or regulatory options. Commissioner Hall moved to approve case 202608; the motion was seconded and passed by voice vote.
