Board members expressed concern about penalizing homeowners who wish to change their landscape; the Board Attorney clarified no one is being prohibited from removing a tree where permitted but that abusive trimming that renders a tree unable to survive may trigger penalties and mitigation. Laura Devlin moved to recommend approval; the motion passed unanimously.
