Planning Board recommends denial of Comprehensive Plan table change to add Single-Family Residential to Medium Density

The City of Lake Worth Beach Planning & Zoning Board voted Oct. 1, 2025 to recommend denial of Ordinance 2025-15, which proposes text amendments to the Future Land Use (FLU) table to incorporate Single-Family Residential (SFR) into the Medium Density Residential (MDR) designation.
Staff explained the change is intended as a table cleanup to reflect existing conditions in parts of the city; staff noted examples such as the Arms of Hope property where underlying uses and zoning are inconsistent with the FLU table. Board members pushed back, with Henry Pawski warning the inclusion of SFR in MDR "would be changing the focus from quality of life and neighborhood feeling by allowing for a higher density." Daniel Walesky said MDR as drafted "doesn’t go low enough to allow Single-Family zoning" and asked staff to identify the specific areas that would be affected.
Board members repeatedly emphasized that this text amendment does not itself rezone property and that any actual rezoning would require a separate process, but they said the table change appeared to be an inadequate fix for broader inconsistencies. The Board voted to recommend denial; motion by Daniel Walesky, second by Henry Pawski. Vote: ayes all, unanimous. The board suggested staff initiate a rezoning process where appropriate instead of using a table amendment as a shortcut.
