Board approves new garage at 509 North Palmway; rear door allowed for storage but not vehicle access

The Board unanimously approved a Certificate of Appropriateness permitting demolition of the existing unsafe garage at 509 North Palmway and construction of a new garage of approximately 512 square feet in nearly the same footprint, consistent with the house’s style and setbacks. Staff told the Board the building official had declared the structure unsafe on Sept. 12, 2025 and that the new structure’s height and massing are compatible with the contributing resource.
Applicant Kathy Beltran asked whether a garage door could be included; staff said a door could remain on the rear elevation but, because the property cannot provide the required minimum ten-foot back-out distance, the door could not be used for vehicular access and no new driveway may be created between the alley and the garage. Laura Devlin moved to approve HRPB 25-00100229 based on the staff report; the motion passed unanimously.
