Montgomery County Public Schools presented a historically large capital request and a set of new prioritization criteria to the Education & Culture Committee. ‘‘What it really costs to bring the school system to equilibrium is actually over $5,000,000,000,’’ Superintendent Dr. Taylor said, then noted the Board of Education’s adopted request tempered that figure to approximately $2.78 billion for council consideration.
Dr. Taylor framed the problem as long‑running: many buildings are decades old, construction costs are rising and enrollment has shifted. He said declining birth rates and reduced international enrollments have combined to reduce projected student counts, making capacity planning and possible consolidation an immediate planning need. The superintendent told the committee MCPS will propose options to the Board of Education in March for boundary and consolidation work that will affect the CIP queue.
MCPS staff introduced a new weighted framework for selecting major capital projects that foregrounds third‑party facility condition assessments (FCI), educational adequacy (daylight, IAQ, classroom size), enhanced student needs and utilization. Staff urged a balanced approach to capital spending and cautioned that deferring projects will lengthen the queue and increase future costs.
