Board grants several pardons, including restricted relief from habitual-offender and firearms disabilities
Summary

The Alabama Board of Pardons and Paroles granted several pardon petitions during its July 21, 2026 meeting. The board approved restricted pardons that explicitly included relief from the habitual-offender act and restoration of firearms rights for some applicants; the transcript lists Phillip E. Dowie (AIS# 824625) as one granted pardon with those restrictions. The board also granted full pardons restoring all civil and political rights for some petitioners, for example Joshua D. Powell (AIS# 825453) and Dawn M. Baird (AIS# 200677).
Not all pardon petitions were approved. The board recorded at least one denial (Robert B. Gunter, AIS# 306202) while separately voting on restoration of voting rights in that case (one member voted to grant voting-rights restoration while others denied the pardon). The minutes show victim-service officers and Attorney General's Office representatives sometimes spoke against pardons; those appearances were entered into the record. The decisions on pardons were recorded as board orders in the minutes.
