The City of Middleton Community Development Authority voted July 20 to recommend Option B for the 2027 affordable housing fund and to forward a budget request not to exceed $3,946,900 to the Finance & Personnel Committee and Common Council.
Scott, a housing staff member presenting the proposal, said the housing planner position "was posted. It has closed as of yesterday," and framed Option B as a front-loaded approach intended to get funds into development pipelines sooner. The CDA and the Workforce Housing Committee discussed two projection scenarios — Option A, which spreads larger costs more evenly over the fund's life, and Option B, which allocates more money up front to capitalize on near-term opportunities.
Members questioned specifics and priorities. David Slowicki asked whether the "land acquisition" line meant the CDA would buy land outright or use the money as soft-match inside tax-credit deals; Scott replied the plan was written for purchasing land but allows flexibility to use funds as soft support or to acquire parcels and issue an RFP for development. Mayor Kelly Sandoval moved the CDA recommendation to the finance committee; Oakes seconded, and the motion passed with all in favor.
The committee also flagged program details for future refinement: several members said the $25,000 home-rehab line looked too small to accomplish major work, and there was discussion about whether the housing planner's salary should be funded long term by the housing fund or transitioned to the general fund after initial years. The Workforce Housing Committee carried the same recommendation later in the meeting.
Next steps: the recommendation will appear in the department's budget submission and be considered by the Finance & Personnel Committee before Common Council review.
