Victor Termino (assistant director of economic engagement) presented a four‑phase sign master plan that would create cohesive gateway, wayfinding and park signage across Saginaw.
Termino laid out cost ranges by phase: Phase 1 (research/analysis) roughly $17,000; Phase 2 (graphics/design) about $36,000; Phase 3 (location plan and messaging) approximately $15,015.01; Phase 4 (bid documents/specifications/bid management) about $18,500. "If we were looking at all 4 phases, it would be around 87,300," Termino said.
Council members discussed starting with park signs using recently approved parks bond money and using beautification funds for other signs. Several council members urged moving forward quickly with design work so new park projects would use a consistent signage standard, and they directed staff to refine a scope and funding split (one councilmember suggested a 50/50 parks/beautification approach as a starting point).
Council direction: staff will return with a funding plan that identifies park signs eligible for bond funds, the portion to be paid from beautification, and whether in‑house work can reduce costs for Phase 1. No contract award was made at the meeting.
