County seeks Saginaw match to add HOME funds to CDBG home‑rehab program

James McClinton, director of community development and executive director of the Tarrant County Mayor's Council, briefed the council on a county home‑rehabilitation program administered with CDBG dollars and the possibility of adding HOME funds if the city pledges matching funds.
"Albert was contacting you to see if you are interested in pledging match so that you can also offer HOME funding, which is the Home Investment Partnership Act, and it requires cities to pledge 25% toward the rehabs that we do," said Ren Davis, program manager for the county's CDBG rehab program. Davis said the program runs from a wait list and can replace major systems, do roofs, exterior painting and accessibility work.
Staff and council discussed eligibility thresholds: Davis said anyone can apply citywide, but qualifying households must meet income limits (about 80% area median income), post‑repair property values must be below roughly $306,000, and preference is given to households with a disabled resident, a resident age 62+, or a child under 18. Council members asked staff to provide numbers for how many Saginaw residents are already on the county wait list and to distribute outreach materials via code compliance teams.
Council direction: staff agreed to collect wait‑list counts and outreach materials and to follow up on potential match options if the council wishes to pursue a city contribution. No funding commitment was made at the meeting.
