$17M in EPA funds reported for Great Northern Paper site; large lagoon cleanup described

The team described the use of Portland cement amendment (around 5–7%) mixed into dredged sludge, and specialized equipment that injects and mixes the amendment before trucking stabilized material back to the settling lagoon for consolidation. Contractors have mobilized for tank removals and other work and some cleanup awards (including $4M grants for Paper Machine 11 components) are newly awarded.
