Theresa Stegman, vice president with MCB Real Estate, told the committee that the Viva White Oak plan includes a mix of townhomes, multifamily rental and for-sale product and that MPDUs would be spread across all residential types.
Stegman said the full project is planned for roughly 4,700 units, with about 3,700 rental units overall and initial-phase townhomes at roughly 938 units; she said the first-phase apartments number about 1,200 units. At an earlier point Mr. Ali noted the sketch plan and project approvals call for 12.5% MPDUs, and Stegman said the developer has programmed MPDUs for both for-sale townhomes and for-rent units: "So yes, the MPDUs are spread across all the different residential unit types." Council members asked for additional breakdown by rental versus ownership and whether townhome MPDUs would be for sale or rental; Stegman said the program is designed to provide a range of entry points.
Council members emphasized that phasing and affordability obligations would be enforced during planning board entitlements and that the preliminary adequate public facilities approval imposes conditions (for example, local park timing) that the developer must satisfy to obtain final occupancy permits.
