Debate over Observation Drive: build for transit now or phase later

Transportation staff outlined recommendations for dedicated bus lanes and the Clarksburg Milestone Corridor Connector and noted a two‑part challenge: building the physical Observation Drive and planning the transit service (stops, termini, timing). Staff said the 2022 Corridor Forward plan established a northern terminus near Gateway Center Drive and Stringtown Road but the new plan opens options including Clarksburg Town Center and Clarksburg Premium Outlets.

Council discussion centered on whether Observation Drive should be built to full ultimate transit capacity at first construction or allow interim configurations. Council member Will JoWando asked how planning and MCDOT would evaluate applications and "what does that mean in real terms when something comes before you?" Planning staff (Robert Kronberg) said applications are evaluated against plan goals in totality and that a 100% housing application on the COMSAT site "would seem not to be in line with this language." MCDOT deputy director Haley Pickett cautioned that while DOT supports the vision, many work trips cannot be served by transit alone and that funding will determine whether service and dedicated lanes are put in place.

Recommendation #2 directs MCDOT to study the feasibility of adding or rerouting local/express service onto Observation Drive in advance of full dedicated‑lane service; recommendation #12 establishes an interim lane configuration to preserve the ultimate right‑of‑way. Committee members objected to language permitting "interim parking" on the outer lanes; after discussion the committee agreed to remove the word "parking," leaving interim bus lanes or drive lanes as options. "I am dead set against interim parking," Council Vice President Marilyn Balcom said, citing concerns about truck and semi parking on the corridor.

Committee accepted the public‑transportation section as amended and moved on to street‑network items.
