Planning staff told the committee the housing chapter recommends new development provide at least 15% MPDUs (the plan’s recommended minimum) and that projects providing more than 15% should be prioritized as a public benefit when seeking additional density. Staff noted this is allowable under the master‑plan authority and referenced chapter 25B as the enabling language.
The plan also recommends prioritizing three‑bedroom (family‑size) units in multifamily projects, increasing accessibility for older adults and people with disabilities, supporting permanent and temporary supportive housing for people experiencing homelessness, and adding incentives to boost production of market‑rate and affordable housing. "Most master plans that have come before the council in recent years have been increasing that minimum requirement to 15%," staff said.
Council staff had no recommended changes to the housing goals or recommendations at this session and the committee moved forward without objection.
