Porterville council confirms annual landscape and lighting assessments after public hearing

The Porterville City Council held the required public hearing on annual landscape and lighting maintenance district (LMD) assessments and confirmed staff's recommendation to approve proposed assessments for fiscal year 2026–27.
Deputy City Manager Donnie Moore told the council the city maintains 77 LMDs that fund neighborhood landscaping, street lighting and other improvements; state law requires an annual engineer's report, a public hearing, and confirmation of assessments before placing them on the county tax roll. "Based on this review, staff determine that several districts have sufficient available fund balances and therefore do not require an assessment," Moore said.
The City Attorney reminded the council that the FPPC public‑generality exemption applies and that councilmembers who live in LMDs need not disqualify themselves because the action applies citywide. After opening and closing the hearing the council adopted the draft resolution confirming the engineer's report and assessments on a unanimous 5-0 vote.
What’s next: Staff will submit the confirmed assessments to the County of Tulare for placement on the property tax roll before the statutory deadline.
