Council recommends conditional rezoning for phased storage facility with buffer conditions

Planning staff described the CZ-26-01 request from the Grace Mills Jackson Family Trust to rezone about 13.883 acres on Buffalo Road from R-20A to B-3 conditional zoning to permit phased commercial storage, beginning with RV and boat storage and later adding traditional storage units and a climate-controlled building. The applicant, David Boone, presented a conceptual plan that is not engineered or to scale and said utilities and stormwater plans would be finalized through site-plan permitting.
The planning board recommended approval with a condition requiring a 6-foot vinyl fence for 190 feet on the side adjacent to residences to augment a Type B landscape buffer; planning staff noted the UDO allows existing vegetation to count toward buffer plantings. Council asked technical questions about driveway width, fence placement, sewer access, and whether the RV storage would permit occupancy (staff said no; the use would be storage only). Council moved to recommend approval with the planning-board conditions; the motion carried unanimously. Council also discussed benefits of annexation to reduce utility costs for the applicant.
