Council approves contract amendment to allow night and weekend work on Pole Line/Highway 41 sewer project

Andrew Arbini of Public Works told the council the Pole Line and State Highway 41 gravity sewer project will replace approximately 200 feet of sewer line to address surcharging issues. He said the contractor requested permission to work nights and weekends for the first two weeks to expedite getting out of the Highway 41 intersection, and the city's consultant (Ardura/Ardera referenced) needs to provide additional supporting services estimated at roughly $16,000.
Arbini said the contractor agreed to a corresponding contract deduct so the net project cost remains neutral; staff will track night-work expenses separately and reconcile actual costs later. Construction is expected to begin the first week of August (night work planned the first two weeks) and the project completion is slated for the end of September. Councilors asked whether the contractor gains a financial benefit from a shortened schedule and whether the city might recover costs if a third party (such as ITD or its subcontractors) contributed to the line's failure; Arbini said the cause may or may not be ascertainable and staff will investigate if trenching reveals evidence.
