"This ordinance ... defining nuisances and ensuring that all dogs and cats ... must be on a leash at all times outside property," the attorney said while outlining leash and impoundment provisions. Trustees discussed enforcement timelines, warnings and impoundment steps for repeat violations and approved the ordinance effective immediately.
Trustees and a resident asked how enforcement would be carried out and who it would affect; the attorney and trustees said the ordinance strengthens existing provisions to aid building and police departments in enforcement. The board voted to adopt the measure at the same meeting.
