Glenwood board adopts $26.3 million annual appropriation after public hearing

During a statutorily required public hearing, the village attorney explained that an appropriation establishes the maximum amount the village is legally authorized to spend if the anticipated revenues become available. "The annual appropriation ordinance totals 26,324,739," the attorney said when introducing the measure. Trustees then moved and voted to adopt the ordinance after the hearing was closed.
The attorney emphasized that the appropriation is separate from the budget and does not itself raise property taxes; the levy that sets tax collections is addressed in a separate tax-levy ordinance later in the year. The ordinance was presented as a multi-fund total that incorporates projected revenues such as property and utility taxes, grants and enterprise receipts. The board approved the ordinance during the same meeting and the clerk recorded the vote.
