Senator Blackwell presented changes to modernize the state's Medical Practice Act, which he said had not been updated since 1980. The proposal updates the definition of the practice of medicine to explicitly include both allopathic and osteopathic practice and defines "physician" to include MDs and DOs; it creates retired-status licensure pathways, authorizes the board to seek warrants for patient records during investigations, and expands disciplinary tools including probation and fines.
Blackwell said the changes were developed with the Board of Medical Licensure and follow recommendations from a 2024 PEER evaluation. The committee voted to advance the bill as a committee substitute by voice vote. The measure includes a 30‑day period for appealing board decisions and provisions to allow reinstatement petitions for surrendered licenses after a multi‑year period.
