Committee clears biomarker testing bill for insurers; first-year state share estimated at $1M

Senator Delano (Speaker 3) explained SB2694, a bill from the insurance committee that would require insurers to cover biomarker testing used to diagnose, treat and monitor enrolled patients when the testing is supported by medical and scientific evidence and nationally recognized clinical practice guidelines. Delano said the bill is similar to a house measure and named the bill after Representative Casey Yures' wife, Jill, as background to its origin.
Delano told the committee the effective date for policies written under the change would be Sept. 1, 2026, and gave preliminary fiscal estimates: roughly $5.2 million in total costs with an approximate state share of $1,000,000 and some federal funds expected to offset costs. The committee moved the measure forward on a title-sufficient motion and voice vote.
